About David
David is a long time resident of Cecil County and graduated from North East High School in 1967. When he was in high school David worked at the A&P in Elkton and at local marinas during the summer. David put himself through college by working for Diamond Ice & Coal (in Wilmington, Delaware) delivering ice.
After graduating from Wilmington College in 1971, with an undergraduate degree in History and Political Science, David began his career as an educator, teaching social studies at Perryville High School. David's career with the Cecil County Public Schools spanned thirty years, as a teacher, assistant principal, principal and administrator. Currently David serves as the Director of the Teacher Education Program at Cecil College. David received his Master's in Education from the University of Delaware in 1977 and his Doctorate in Education from Wilmington College in 1998.
Public Servant
David became interested in politics while in college and worked as volunteer on Robert F. Kennedy's 1968 presidential campaign. He served as Chair of the Cecil County Democratic Central Committee from 1974-78.
David became known for his community involvement when in 1980, along with other citizens, he organized C.A.U.S.E. (Citizens Aligned and United for a Safe Environment), a community group to oppose a proposed hazardous waste site in Cecil County - an effort that was successful.
In 1987 David organized the Kids' Coats Campaign. Throughout the past twenty-three years, working with O'Kleen Cleaners, school groups, Lions Club, and most recently, the Elkton Kiwanis Club, thousands of coats have been distributed to children and adults in Cecil County.
David was elected to the Maryland House of Delegates in 1994. He currently serves as Vice-Chair of the Economic Matters Committee (2007- ) and chair of the property & casualty insurance subcommittee. In addition, he is House Chair of the Joint Committee on Base Realignment and Closure (2007 - ).
Since 1995, Delegate Rudolph has been appointed to serve on numerous commissions and task force. Most recently he was appointed to the Maryland Tourism Development Board.

• B. Olive Cole Honorary Alumnus Award - University of Maryland School of Pharmacy
• Patriot Award - Chesapeake Science & Security Corridor
Family
David lives outside Rising Sun with his wife Diana. David and Diana have three grown children. They are proud grandparents of Gracelynn and Lannon. David enjoys playing golf and spending time with his family.
